Although only small in stature, Andre is a player with a big heart and a lot of skill. A pacy winger who can play on either the right or left flank, he was a member of the Luton youth team that reached the semi-final of the FA Youth Cup in 1997. His performances for the youth and reserve teams were so impressive that in the 1998-99 season he came into contention for a first-team place. He made an immediate impression when appearing as a second-half substitute for his league debut against Oldham Athletic. With the game tied at 0-0 and Luton struggling to get any forward momentum, Andre came on as a left-winger and brought some much needed pace to the team. Having been on the pitch for only two minutes, he sprinted past Oldham defender Andrew Holt and was brought down. Holt received a red card and Luton had a one man advantage. Almost immediately, Phil Gray had headed Luton into the lead. With Oldham throwing caution to the wind in a desperate bid to claim a point, Sean Evers broke away and squared the ball for Andre to tap in a last minute clinching goal. Andre had made an unbelievable debut and would appear a further seven times during the campaign, his last appearance of the season coming in a 1-0 home defeat to Notts County.
1999-00 saw Andre continue his progress in the first-team, appearing on four occasions. His first game of the season came as a 69th minute substitute in the 1-0 Auto Windscreens Shield defeat at Oxford United and he was then named in the starting line-up for the home match with Reading during a midfield injury crisis in January. Playing out of position in the centre of midfield with Adam Locke, Andre gave a superb performance as the Hatters claimed a 3-1 victory. He once again featured as a central midfielder for the next match, a tricky game at Cardiff City. Andre showed his capabilities again helping the Hatters to a very impressive 3-1 win. Although he only featured once in the first-team again, as a substitute in a 2-1 home defeat to AFC Bournemouth, he had shown everyone at the club exactly what he can do.
Andre also made 18 reserve team appearances during the course of the season. He was on the score sheet in the 1-1 draw at Barnet in February as the young side struggled in a competitive league.
Andre was rewarded for his efforts with a new one-year contract by manager Lennie Lawrence shortly before the former Middlesbrough and Charlton manager was sacked.
Andre made a total of 11 appearances in all competitions for Luton during the 2000-01 season. His first taste of action came at Wigan in August 2000 when he replaced Adam Locke after 74 minutes, but he could not prevent the Hatters slipping to a 2-1 defeat. He started at Wycombe in late August as Luton drew 1-1 at Adams Park, and he started again in the following match, a 1-1 draw at Rotherham United. His best match of the season arguably came at Peterborough in the First Round, Second Leg of the League Cup as he gave Luton a 2-1 lead after 52 minutes - the game eventually ending 2-2 after extra-time and Luton going through on the away goals rule to face Premiership Sunderland. He started again in the following match against Northampton - a 0-2 defeat - as manager Ricky Hill clearly regarded him as an important first-team player. Scarlett continued to keep his place in the side for the next 3 matches - a 0-0 draw with Walsall, a 3-0 defeat at Sunderland in the League Cup, and a 2-3 defeat to Swindon Town. He then didn't feature until coming on as a substitute in a 3-2 win over Peterborough United on Boxing Day - Lil Fuccillo giving Scarlett another chance after taking over as manager following the sacking of Hill. Further substitute appearances followed at Bournemouth, at home to Wycombe, and at QPR in the FA Cup as Luton lost 2-1 and narrowly missed out on a glamour Fourth Round tie with Arsenal. However, when Joe Kinnear replaced Lil Fuccillo as manager, Scarlett didn't feature again and he was released on a free transfer in April 2001, although he continued to captain the Hatters' reserve side while he searched for a new club.
At the end of the campaign, he joined non-league Chelmsford City, and had brief spells with Stevenage Borough, Wealdstone, and Hitchin Town during the 2001-02 season prior to a switch to Chesham United for the start of the 2002-03 campaign. After three seasons with Chesham, Andre joined Staines Town prior to the start of the 2005-06 season - where he has deputised as captain on occasions. He also works as a fitness instructor for LA Fitness in Isleworth.
